Appointment of President, Council of Association, CPPRI:
SHRI RAJEEVA RATNA SHAH, IAS, Secretary (DoIPP), Ministry of Commerce &
Industry, Govt. of India, has been appointed as President, Council of
Association of Central Pulp & Paper Research Institute (CPPRI),
Saharanpur.
Shri Rajeeva Ratna Shah joined the Indian Administrative Service, the
country's Premier Civil Service, in 1967 and was assigned Uttar Pradesh
cadre. Shri Shah has an illustrious career record.
Shri Shah held various important positions in the Government of Uttar
Pradesh and in Government of India. These include the positions such as;
Secretary in Cabinet Secretariat, Govt. of India, CEO, Prasar Bharati &
Special Secretary, Ministry of Information & Broadcasting, Govt. of
India, Principal Secretary, Home, Govt. of Uttar Pradesh, Principal
Secretary Power, Govt. of Uttar Pradesh, Joint Secretary, Ministry of Home
Affairs, Govt. of India,Trade Commissioner for India to America &
Regional Director, Trade Development Authority of India, New York(USA)
Before taking over as Secretary, Deptt. of Industrial Policy &
Promotion, Ministry of Commerce & Industry, Govt. of India, he was
Secretary, Department of Information Technology, Ministry of Communications
& Information Technology, Govt. of India.

In the present capacity, he is heading DoIPP which is responsible for
formulation and administration of industrial policy including promotion of
foreign investment into India, promotion of various industries significant
from national view point, industrial licensing, reviewing the trends in
industrial production and promoting India's industrial development through
various policies & programmes.
Central Pulp & Paper Research Institute(CPPRI) is privileged to have
such a distinguished IAS Officer as the President of its Council of
Association, and the Institute will acquire new dimensions under his dynamic
leadership.
Dr. A G Kulkarni, Director, CPPRI called on the President, Council of
Association of CPPRI, and subsequently made a presentation on "Global
Competitiveness Of Indian Pulp And Paper Industry & Activities of CPPRI"
in a meeting, which was also attended by Shri S Jagadeesan, IAS, Joint
Secretary(DOIPP), Govt. of India & Chairman, Research Advisory Committee
of CPPRI. President, Council of Association, desired that the Institute
should endeavor to make the Indian paper industry globally competitive one.
Research Advisory Committee (Rac) Meeting
Research Advisory Committee meeting was held on 16th June, 2003 at DoIPP,
Udyog Bhawan, New Delhi, under the chairmanship of Shri S. Jagadeesan, IAS,
Joint Secretary (DoIPP), Govt. of India & Chairman, RAC. Dr. A. G.
Kulkarni, Director, CPPRI made a presentation on the activities of the CPPRI
followed by brief presentations by the Head of various Division of the
Institute. The process of various On-going research schemes were reviewed by
committee, and the committee expressed satisfaction on the progress of
various research schemes were reviewed by committee, and the committee

chairman, RAC stressed on the training programmes and suggested that CPPRI
should take initiatives for organizing "Regional Training Centres (RTC)"
on the pattern of NCBM. Some of the members of committee suggested that the
training programmes should also include the areas such as; water
conservation, waste management & maintenance. While concluding the
meeting, Chairman, RAC desired that CPPRI should take up a study on "WTO's
Implications on Paper & Newsprint".

Meeting With All India Federation Of Master Printers
Association (Iarpma):
A meeting was held under the Chairmanship of Shri S Jagadeesan,IAS, Joint
Secretary(DOIPP), Govt. of India, on the 7th April, 2003 at New Delhi to
discuss about the various issues relating to the project proposal submitted
by CPPRI on "Infrastructure For Applied Research & Development And
Training In the Area Of Printing Technology". This meeting was attended
by Shri V K Malik, AIFMPA and senior Scientists from CPPRI. During the
course of meeting, the venue, activities and scope of Dutch Expert,
Foundation of International Graphic Training Cooperation(INGRIN) was
discussed, and Chairman desired that the activities be taken up on priority
basis.
Meeting Of Environmental Standards" Organised By Indian
Agro & Recycled Paper Mills Association (IARPMA):
A meeting on "Environmental Standards" organized by IARPMA at
Hotel Le Meridian, New Delhi on 8th April, 2003 by IARPMA, and Dr. A G
Kulkarni, Director, CPPRI was invited by IARPMA to deliver "Key Note
Address" on "Environmental Issues In Indian Paper Industry And
Possible Solutions". The above meeting was inaugurated by Shri Dilip
Biswas, Chairman, CPCB, Govt. of India, and was attended by members of
IARPMA.
One Day Interaction Meet Organised By Cii On Technology
Upgrdation Funds & Industrial Cluster Development Scheme Held On 11th
April, 2003 At New Delhi:
The above one-day interaction meet was held on 11th April 2003, and
organized by CII, and interaction meet was attended by Director, CPPRI &
industry's representatives. During the course of interaction meet the
various issues were discussed, and based on the inputs, CII will prepare an
approach paper on technology upgradation funds & industrial cluster
development scheme.
Meeting With Skymoon Singapore Pte. Ltd.(Smspl) And Signing Of
Contract Agreement For The Provisioning Of Consultancy And Engineering
Services For Setting Up Of A Kenaf Based Pulp Mill In Yangon(Myanmar):
A "Tripartite Agreement" between CPPRI, SMSPL (SINGAPORE) &
CHEMPROJECTS(NEW DELHI) was signed on 9th May, 2003, and by signing of the
agreement the activities for setting up of a "Kenaf Based Pulp Mill"
in Yangon(Myanmar) have been commissioned. The ceremony of signing of "Tripartite
Agreement" took place at CPPRI Base Office, 11 Hemkunt Colony, New
Delhi. The agreement was signed by Mr. Moe Kyaw Thaung Managing Director,
SMSPL(Singapore), Dr. S L Keswani, Managing Director, Chemprojects
Consulting Pvt. Ltd.(New Delhi), and Dr. A G Kulkarni, Director, CPPRI. This
project is likely to be completed in 18 months. CPPRI is providing "Technology
Know-how", Chemprojects is providing "Engineering Services"
and SMSPL is implementing this project for Government of Myanmar. This is
first commercial venture of setting up "Kenaf Based Pulp Mill" in
the world.
Meeting On Road Map Of Cppri On "Priority Agenda Of
Action" Held On 21st April, 2003 At New Delhi:
A meeting was convened under the Chairmanship of Shri V Govindarajan,IAS,
the then Secretary(DOIPP), Govt. of India to discuss on "Priority
Agenda Of Action" on road map of various autonomous organizations. The
Directors of various autonomous organizations made presentations followed by
discussions. It was desired by DOIPP that all the organizations may prepare
a comprehensive "Action Plan" addressing the road map for these
organizations.

Workshop On "Wet End Chemistry And Optimizing Parameters
Of The Wet End And Dry End Of Paper Machine" Oganised From 16-18.5.2003
By Department Of Paper Technology (Under Iit, Roorkee) At Dpt Campus,
Saharanpur:
Dr. A G Kulkarni, Director, CPPRI inaugurated the above week long Workshop
on "Wet End Chemistry And Optimizing Parameters Of The Wet End and Dry
End Of Paper Machine" organized by Deptt. Of Paper Technology(under
Indian Institute of Technology, Roorkee), at DPT Campus(Saharanpur), and
Director in his inaugural "Speech" briefed the participants of the
Workshop about the "Status of Paper Industry" particularly in the
area of papermaking & papermaking technology. He appreciated the efforts
of DPT in this direction bringing the Institute & Industry partnership.
This Workshop was convened by Prof. A K Ray, Professor & Coordinator
(IIPC-AICTE).
